ENVIRONMENTAL & REGULATORY LEAD

Position Description:

The Environmental & Regulatory Lead is a member of the Division’s leadership team and reports to the Technical Manager.  The Lead is responsible for the mill’s wastewater treatment system, environmental and regulatory compliance, and is the site’s primary contact with relevant regulatory bodies. The ER Lead oversees the environmental department and maintains regulatory and reporting requirements.  As part of the leadership team, close and collaborative work is done between all departments.

Duties and Responsibilities:

  • Ensure the mill’s environmental and wastewater systems operate properly and meet permit compliance
  • Oversee operations and maintenance of water treatment plant, effluent systems (underground sewers, anaerobic digester, aerobic basins, biogas scrubbers) and the main lab
  • Provide direct operator and main lab personnel supervision including safety, scheduling, assignment of daily work and coordination of department training
  • Liaise with Maintenance, Operations and Technical departments regarding area requirements and main lab results reporting.
  • Manage Capital Projects/Expense projects for water treatment plant, effluent systems, and main lab
  • Review day to day mill operation in relation to lab results, report out at internal meetings as required, assist with troubleshooting area issues as required
  • Assist in planning/maintaining the maintenance and reliability of equipment
  • Planning shutdown and run repairs
  • Coordinate satellite lab training and audits
  • Participate in ISO 9001 programs
  • Assesses, develops and implements mill compliance requirements and systems required to meet permits
  • Responsible for regulatory impacts and reporting of the SGER/SGRR
  • Work with management team when public and industrial consultation is necessary
  • Manages all activities and interrelated regulatory issues including the development, submission, and follow up of;
    • Supervise lab technicians
    • AEP Approval to Construct and subsequent approval renewal processes
    • Reporting for GHG verification
    • Base GHG reporting for the mill under the SGER
    • SRED reporting for related trials and project-related activities
    • Air dispersion modeling and noise assessments
    • The Bioenergy Producer’s Credit Program application, implementation scope and budget for inclusion with the overall project budget
  • Identify and develop plans to manage all interim and regulated reporting requirements
  • Management of consultants and contractors to ensure on-time and on-budget project regulatory approvals, interim and post reporting requirements.
  • Maintain well documented and organized files

Qualifications:

  • A Bachelor of Applied Science Degree in Engineering (Environmental or Chemical) or Environmental Science. Applicants with proven industrial approvals experience and other educational backgrounds may be considered.
  • Experience in the pulp mills, wastewater treatment, anaerobic digestion, application, renewal or amendment of industrial approvals in the province of Alberta and GHG reporting protocols under the SGER or SGRR. Experience managing OBA, AESO/AUC regulatory processes considered an asset.
  • Excellent written and oral communication skills; proven interpersonal and leadership skills and the ability to work within a multi-discipline environment are required.
  • Proficient in the use of computer systems & software, including Microsoft Office.
  • Valid driver’s license.
